When I rip character sets/tiles , is there a certain resolution i should stick to in the program , say EPSXE or ZSNES.

Just go with whichever resolution makes the pixels one pixel. If that makes sense- the normal scaled resolution.

it kind of makes sense , i can go with the default resolution in the game which makes the perfect quality (not sure if its perfect size) character sets and tilesets, but do you think it will look alright in RMXP?

Yes- anything else would be odd. And you can always resize later if you have to. It's also the easiest to work with "real" pixels.

Actually, as far as I know, Zsnes will output the same sise snapshot regardless of the screen res.

Now i just realized something im curious about.

Do you mean default Resolution of epsxe , the game , or the system.

cuz right now all my games are running at 320 x 240.. and the quality is perfect.

but im just confused a bit.

EPSXE depends largely on the game.
If it's a 2d game, I believe the defauld resolution is 320x240, but in a 3d game, your better off putting the res higher.

Also, because the default resolution of RMXP is 640x480, I suggest putting the resolution of epsxe to that, and apply a filter like HQ2x, as it will look better than if you resize it later in photoshop.

It will look fine. Even small objects have their place-- if not on a normal map then on a sort of world map.

1024x768 is completely unnecessary.
as for the other two, go with 320x240, and then I would suggest scaling it up with hq2x, found Here.

that way, instead of resizing these:

into these:

you get these:

are you saying i should rip the characters at 320 x 240 than use hq2x to rescale them to 640 x 480 or are you saying i should rip them at 640 x 480 and use hq2x to make it loook better?

rip at 320x240, make them into a sprite, do whatever editing you need to do, and THEN scale it up.

And in Zsnes hq2x is already implemented (hq4x if you run it at 1280x1024) just make sure you use a resolution mode that allows it, (DS, DR or D) and tick the hq2x box, you should see a huge difference.
