According to: http://gmc.yoyogames.com/index.php?showtopic=601328

Hopefully this will encourage more people to use it (although I'm not sure the difference between this and the professional version).

Just letting folks know, the quote at the end about not being extended to steam users is incorrect. Just upgraded mine via steam.
When you open GMS, you will see an ad on the Welcome tab.

Click the right arrow on that ad to get to the next ad, until you see Upgrade to Standard for FREE.

Upon submitting the form, you'll be emailed a license for the non-steam version.

Some time later (took me about an hour, can take up to 24 hours, apparently) go to http://www.yoyogames.com/support and enter your email address to "recover licenses".

You should immediately get an email with the standard key again, and if it's been long enough, this email will also include your Steam key.
